Preheat oven to 350°F. Grease a 13x9-inch baking pan and line the bottom with parchment for easy release. Make the cake: In a large bowl whisk flour, sugar, cocoa, baking soda, baking powder, and salt. Add buttermilk, oil, eggs, and vanilla; whisk until mostly smooth. Pour in the hot coffee (or water) and whisk until the batter is thin and fully combined. Pour batter into the prepared pan and bake 25–30 minutes, until a toothpick inserted in the center comes out with a few moist crumbs. About 10 minutes before the cake is done, make the frosting: In a medium saucepan over medium heat, melt the butter. Whisk in cocoa and milk; bring just to a gentle simmer, then remove from heat. Immediately whisk in powdered sugar, vanilla, and a pinch of salt until glossy and smooth. Stir in pecans if using. Finish: Let the cake cool 5 minutes in the pan, then pour the warm frosting over the warm cake and spread to the edges. Let set at room temperature 30–45 minutes. Slice and serve. Store covered at room temperature up to 2 days, or refrigerate up to 4 days.
