1. Char the whole green bell peppers and jalapeños over an open flame, under a broiler, or in a hot skillet until skins are well blistered and blackened; allow to steam covered for 8–10 minutes. 2. Peel, destem and seed the bell peppers and jalapeños as desired, then finely dice both peppers. 3. Combine the diced green bell pepper and jalapeño with the finely chopped parsley and salt; mix thoroughly. 4. Let the relish rest at room temperature for 15–20 minutes to meld flavors, then serve spooned alongside grilled meats or breads.
