1. Using a sharp knife, make a shallow slit in each testicle and peel away the tough outer membrane; discard membrane. Rinse under cold water and pat dry. Slice crosswise into 1/2-inch (1.2 cm) rounds.
2. Place sliced testicles in a bowl and pour the buttermilk over them. Cover and refrigerate for 1–2 hours (or up to overnight) to tenderize and remove any gamey notes.
3. In a shallow dish combine flour, cornmeal, 1/2 tsp salt, 1/2 tsp pepper, garlic powder, onion powder, and cayenne (if using). In a second shallow dish beat the eggs with the remaining 1/2 tsp salt and 1/2 tsp pepper. Place breadcrumbs in a third dish.
4. Drain testicle slices from buttermilk and let excess drip off. Dredge each slice first in the seasoned flour-cornmeal mixture, then dip into the egg wash, then press into the breadcrumbs to coat well. For extra crunch, repeat the egg and breadcrumb step for a double coating.
5. Heat oil in a heavy pot or deep fryer to 375°F (190°C). Use enough oil so pieces can float and fry without crowding (about 3–4 cups / 720–960 ml).
6. Fry breaded slices in batches, 3–4 minutes per batch, turning once, until deep golden brown and crisp. Do not overcrowd the pan; maintain oil temperature between batches.
7. Transfer fried Rocky Mountain oysters to a paper towel–lined tray to drain and salt lightly while hot. Keep warm in a low oven (200°F / 95°C) if frying multiple batches.
