1. Preheat the oven to 425°F (220°C). Toss the halved fingerling potatoes with 1 tbsp (15 ml) olive oil, minced rosemary, 1/2 tsp (2.5 ml) kosher salt and 1/4 tsp (1.25 ml) black pepper. Spread cut-side down on a rimmed baking sheet and roast until golden and tender, 25–30 minutes.
2. While potatoes roast, prepare the lemon-herb butter: in a small bowl combine 2 tbsp (28 g) softened butter, lemon zest, 2 tbsp (30 ml) lemon juice, chopped chives, chopped thyme, and chopped parsley. Season lightly with salt and set aside at room temperature.
3. Pat trout fillets dry with paper towels and season both sides with kosher salt and black pepper. Lightly dust the skin side and flesh side with the 1/3 cup (40 g) flour, shaking off excess.
4. Heat 2 tbsp (30 ml) olive oil and 2 tbsp (28 g) unsalted butter in a large nonstick or cast-iron skillet over medium-high heat until the butter foams.
