1. Preheat the oven to 350°F (175°C). Line a 9x13-inch (23x33 cm) baking pan with parchment paper, leaving an overhang for easy removal; lightly grease the parchment.
2. In a large bowl, whisk together the flour, rolled oats, brown sugar, granulated sugar, baking powder, and salt until evenly combined.
3. In a separate bowl, whisk the melted butter, egg, and vanilla until smooth. Stir in the lemon zest.
