1. Preheat the oven to 375°F (190°C). Lightly butter or spray a 9x13-inch (23x33 cm) baking dish.
2. Cook the rice: bring 2 cups (480 ml) water to a boil, add a pinch of salt and the 1 cup (185 g) rice, reduce heat, cover and simmer 15–18 minutes until tender. Fluff with a fork and set aside to cool slightly.
3. While rice cooks, heat 2 tbsp (30 ml) olive oil in a large skillet over medium heat. Add the chopped onion and cook 4–5 minutes until softened. Add minced garlic and cook 30–45 seconds until fragrant.
4. Add 1 lb (454 g) ground beef to the skillet. Break up and brown until no pink remains, about 6–8 minutes. Drain excess fat if necessary.

Stir in 1/2 cup (120 ml) beef broth or water, 1 can (15 oz / 425 g) tomato sauce, 1 can (14.5 oz / 411 g) diced tomatoes, 1 tbsp (15 ml) Worcestershire sauce, 1 tsp (5 g) kosher salt, 1/2 tsp (1.5 g) black pepper, 1 tsp (1 g) dried oregano and 1 tsp (4 g) sugar if using. Simmer 3–5 minutes to meld flavors. Remove from heat and let cool 5 minutes.
6. In a large bowl combine the cooked rice, beef-tomato mixture, 1 large beaten egg (approx. 50 g), and 1/4 cup (15 g) chopped parsley. Taste and adjust seasoning.
7. Trim the bottoms of the bell peppers if needed so they sit upright, being careful not to make holes. Spoon the filling into each pepper, packing lightly, and leave about 1/4 inch (6 mm) headroom.
