Hard-boiled eggs and diced celery are common inclusions here, and the salad is often mixed while the potatoes are still slightly warm so the dressing mellows into the potatoes.
1. Place the whole potatoes in a large pot and cover with cold water by 1 inch (2.5 cm). Add a pinch of salt and bring to a boil over high heat. Reduce heat and simmer until potatoes are tender when pierced with a fork, about 15–20 minutes depending on size.
2. Meanwhile, prepare the hard-boiled eggs (if not already done): place eggs in a small pot, cover with cold water, bring to a boil, then cover and remove from heat for 10–12 minutes. Transfer eggs to an ice bath, peel, and chop.
3. Drain the potatoes and let cool just until they are cool enough to handle but still warm, about 10 minutes. Peel if desired, then cut into 3/4–1 inch (2–2.5 cm) chunks.
4. In a large bowl, whisk together the mayonnaise, yellow mustard, apple cider vinegar, and granulated sugar until smooth. Season with kosher salt and black pepper.
5. Add the warm potato chunks to the dressing and gently fold to combine so the warm potatoes absorb the dressing. Add the chopped eggs, diced celery, and finely chopped onion; fold gently until evenly distributed.
6. Taste and adjust seasoning with additional salt, pepper, or a splash more vinegar or sugar to reach the preferred sweet-tang balance typical of Pennsylvania Dutch style.
7. Cover and refrigerate at least 2 hours, preferably 4 hours or overnight, to let flavors meld. Before serving, stir once more, garnish with chopped parsley and a light dusting of paprika if desired.
