This Mexico State variation emphasizes toasting the rice until golden and using blended roma tomatoes with sautéed onion and garlic to build the broth; peas and diced carrots are commonly added here to reflect local agricultural produce. Compared with coastal or northern versions, it is less likely to include chiles or heavy spices, keeping a clean tomato-forward flavor.

1. Rinse the rice in a fine-mesh sieve under cold running water, rubbing the grains together, until the water runs clear; drain well.
2. Heat the vegetable oil in a medium heavy-bottomed saucepan over medium heat. Add the drained rice and toast, stirring frequently, until the grains are pale golden and fragrant, about 6–8 minutes. Be careful not to burn.
3. Meanwhile, place the tomatoes, chopped onion, and garlic in a blender with 1/2 cup (120 ml) water and blend until smooth to make the tomato-onion-garlic puree.
4. When the rice is golden, pour the tomato puree into the pan (it may sputter); stir and cook for 3–4 minutes to deepen the tomato flavor and reduce rawness.
5. Add the chicken broth, bay leaf, salt, and pepper; stir once to combine. Bring to a gentle boil over medium-high heat.
6. Stir in the peas and carrots, then reduce the heat to low and cover the pan tightly. Simmer gently for 15–18 minutes, or until the rice is tender and the liquid is absorbed.
7. Remove the pan from the heat and let rest, covered, for 5 minutes. Discard the bay leaf and fluff the rice with a fork.
8. Taste and adjust seasoning with additional salt if needed. Sprinkle chopped cilantro over the top if using and serve warm as a side dish.
