- 2 cups (250 g) all-purpose flour, divided
- 2 tsp (10 g) kosher salt, divided
- 1 tsp (2 g) black pepper, divided
- 1 tsp (2 g) garlic powder
- 1 tsp (2 g) smoked paprika
- 2 large eggs, beaten
- 1/2 cup (120 ml) whole milk
- Vegetable oil for deep-frying, about 6 cups (1.4 L)
- 4 tbsp (60 g) unsalted butter
- 1 clove garlic, smashed (for melted butter)
- 4 limes, quartered
- 12 small flour tortillas (6-inch)
- 2 cups (480 g) refried beans (canned or homemade)
- 1 1/2 cups (280 g) long-grain white rice
- 2 3/4 cups (650 ml) chicken broth
- 2 tbsp (30 ml) vegetable oil (for rice)
- 1/2 small white onion, finely chopped (about 1/2 cup / 60 g)

Regional Notes:
This Baja California version (Puerto Nuevo) is defined by frying whole split lobsters and serving them with refried beans, Mexican rice, and flour tortillas so diners can make their own tacos. Unlike some coastal preparations that grill or boil lobster, the Northern Mexico / Baja approach favors a simple seasoned flour crust and melted butter for dipping.

1. Make the rice: heat 2 tbsp (30 ml) vegetable oil in a medium saucepan over medium heat. Add the rice and toast, stirring, until edges turn light golden, 3–4 minutes. Add 1/2 small chopped onion and 2 cloves minced garlic; cook 1–2 minutes. Stir in 1 cup (240 ml) tomato sauce, 2 3/4 cups (650 ml) chicken broth and 1 tsp (5 g) salt. Bring to a boil, reduce to low, cover and simmer 15–20 minutes until liquid is absorbed. Remove from heat and let rest 5 minutes; fluff with a fork.
2. Prepare the beans: warm 2 cups (480 g) refried beans in a small saucepan over low heat with a splash of water or chicken broth to loosen, and season to taste with salt and 1/4 tsp (1 g) pepper; keep warm.
3. Prepare lobsters: if live, humanely dispatch and halve each lobster lengthwise using a heavy knife—cut from head through tail—exposing meat. Remove the digestive tract (vein) and any dark bits, rinse briefly, and pat halves dry with paper towels. Reserve shells.
4. Make coating station: in a shallow bowl whisk 2 large eggs with 1/2 cup (120 ml) milk. In a second shallow dish combine 1 3/4 cups (about 220 g) of the flour, 1 1/2 tsp (7 g) kosher salt, 1/2 tsp (1 g) black pepper, 1 tsp (2 g) garlic powder and 1 tsp (2 g) smoked paprika. Reserve the remaining 1/4 cup (30 g) flour for a light final dusting.
5. Dredge lobsters: season lobster meat lightly with salt and pepper. Dust each lobster half lightly with reserved 1/4 cup (30 g) flour, dip meat side into the egg-milk mixture, then press into the seasoned flour mixture so meat has a thin, even coating. Shake off excess.
6. Heat oil: in a large heavy pot or deep fryer, heat vegetable oil to 350–375°F (175–190°C). Use enough oil so lobster halves can be partially submerged; a deep-fry thermometer is recommended.
7. Fry lobsters: working in batches (do not overcrowd), carefully lower lobster halves into hot oil shell-side down first. Fry 3–5 minutes per batch, then flip and fry an additional 2–3 minutes, until crust is golden and meat is opaque and cooked through (internal meat ~140–145°F / 60–63°C). Total fry time varies by lobster size. Transfer to a wire rack set over a baking sheet to drain and keep warm in a low oven (200°F / 95°C) if needed.
8. Make melted butter for serving: in a small saucepan melt 4 tbsp (60 g) unsalted butter over low heat with 1 smashed garlic clove and a pinch of salt, just until foaming and fragrant; strain if desired and finish with a squeeze of lime.
9. Warm tortillas: warm tortillas on a comal or dry skillet over medium heat 20–30 seconds per side, or wrap in foil and keep in the oven for serving.
10. Assemble and serve: arrange fried lobster halves on a platter with bowls of refried beans and Mexican rice, warm flour tortillas, lime wedges, chopped cilantro and the melted butter. To eat Puerto Nuevo–style, shred or lift meat from the shells, brush with melted butter and lime, and assemble tacos with beans and rice as desired.
