1. Mix the chicken pieces with light soy sauce, Shaoxing wine, 1 tsp salt, 1 tsp sugar, cornstarch and egg white until well coated; let marinate 20–30 minutes. 2. Heat 2 cups (480 ml) vegetable oil in a wok or deep pot to 350°F (175°C). Deep-fry the marinated chicken in batches until golden brown and cooked through, about 4–6 minutes per batch. Drain on a wire rack or paper towels. 3. Reserve 2 tbsp (30 ml) oil in a clean wok and heat over medium-high. Add toasted Sichuan peppercorns and stir 30 seconds until aromatic, then add dried chilies and stir-fry briefly until they darken but do not burn, about 1 minute. 4. Add garlic and ginger and stir 30–45 seconds until fragrant. Increase heat to high, add the fried chicken and toss quickly to combine. 5. Stir together dark soy sauce, rice vinegar, 1 tsp sugar and sesame oil; pour over the chicken and toss to coat evenly, cooking 1–2 minutes so flavors meld. 6. Add scallions, adjust salt to taste, give a final toss and serve immediately with steamed rice.
