Mix until a sticky, cohesive mixture forms; adjust with a tablespoon of tapioca flour if too wet. 2. Step 2: Heat vegetable oil in a large nonstick skillet over medium heat until shimmering. Shape the mixture into patties about 2 1/2 in (6 cm) wide and 1/2 in (1.5 cm) thick. Fry in batches, 3–4 minutes per side, until deep golden and cooked through. Drain on paper towels and serve hot with lime wedges and sambal.
