Cool slightly and grind to a fine powder in a spice grinder or mortar and pestle. 2. Make the green masala: in a blender or food processor combine cilantro, parsley (if using), green chilies, garlic, ginger, the toasted ground spices, turmeric, vinegar, lime juice, salt, sugar, coconut vinegar, 3 tablespoons vegetable oil, and 2 tablespoons water. Blend to a smooth, thick paste, scraping down the sides as needed. 3. Marinate the chicken: pat the chicken pieces dry, then rub the green masala all over and under the skin where possible. Finish cooking: Option A — Oven: transfer seared pieces to a baking dish and roast in preheated oven 20–25 minutes until internal temperature reaches 165°F (74°C). Option B — Stovetop: reduce heat to medium-low, cover skillet, and cook an additional 15–20 minutes until cooked through, turning once. 7. Rest and serve: let chicken rest 5 minutes. Spoon pan juices over chicken and garnish with extra chopped cilantro and lime wedges. Serve with steamed rice, warm bread, or Goan sannas.
